This study aims to measure the effectiveness of the use and impact of module updates in
the SIPANDU application on the issuance process of Approval Letters for the Use of
Pilotage and Towage Facilities at the Directorate of Ports. SIPANDU is a web-based
information system developed by the Directorate General of Sea Transportation to
digitize pilotage and towage services in order to enhance efficiency, transparency, and
service accuracy. However, with the implementation of updated modules in the
application, several challenges have emerged, such as users' lack of understanding in data
entry, system delays, and limited human resources, all of which affect service
effectiveness. The results of the study show that the use of the SIPANDU application has
a positive impact on the speed and accuracy of the approval issuance process, although
technical obstacles still need to be addressed. Meanwhile, the module updates have
improved functionality but require further socialization and training for users. This study
concludes that both the use and updates of the SIPANDU application significantly
influence the effectiveness of administrative processes in the field of pilotage and towage
services, although system optimization and technical support are still necessary to ensure
more efficient, accountable, and error-free services.
