PENERAPAN VOYAGE AUDIT REPORT GUNA MENUNJANG KELANCARAN PROSES CLAIM PERFORMANCE SLOW SPEED AND OVER BUNKER DI PT PERTAMINA INTERNATIONAL SHIPPING

" Implementation of Voyage Audit Report to Support Smooth Claim Process for Slow Speed and Over Bunker Performance at PT Pertamina International Shipping” As an archipelagic country, Indonesia requires a reliable logistics distribution system, one of which is through maritime transportation. PT Pertamina International Shipping (PIS) plays a vital role in national energy distribution, including through the chartering of Liquefied Petroleum Gas Carrier (LPGC) vessels. To ensure vessel performance aligns with the charter contract, PIS applies the Slow Speed and Over Bunker (SSOB) claim method through the Claim Tracking (CT) system. However, the claim process often encounters obstacles due to dispersed data and discrepancies between actual data and contractual information. Therefore, PIS developed an innovation known as the Voyage Audit Report (VAR) as an effort to integrate data and support the smooth process of Slow Speed and Over Bunker (SSOB) claims. This study aims to examine the factors contributing to the suboptimal Slow Speed and Over Bunker (SSOB) claim performance process and identify the obstacles in implementing the Voyage Audit Report (VAR) on chartered LPGC vessels. This research uses a qualitative approach with data collection methods including observation, documentation, interviews, and case studies. The results indicate that incompatible devices, scattered data sources, inaccuracy in data input and download by claimants, discrepancies between Voyage Audit Report (VAR) and master cable data, incomplete and erroneous Voyage Audit Report (VAR) data, as well as missing supporting documents are the main obstacles in implementing the Voyage Audit Report (VAR). Additionally, the limited understanding of human resources regarding the use of Voyage Audit Report (VAR) also slows down the claim process. In conclusion, although the Voyage Audit Report (VAR) has great potential to accelerate the Slow Speed and Over Bunker (SSOB) claim process, improvements in data quality, human resource training, and system support are still required to optimize its implementation.
