at the Directorate of Shipping and Seafaring”
This study analyzes the influence of the Shipping and Seafaring Information System
(SIMKAPEL) application on Safety of Life at Sea (SOLAS) certification services at the
Directorate of Shipping and Seafaring. The research background stems from frequent
obstacles encountered in the certificate application process within SIMKAPEL,
particularly network connectivity issues when accessing the application. This study aims
to determine and analyze whether SIMKAPEL has a relationship with SOLAS certificates
and to what extent it influences the issuance of SOLAS certificates. This quantitative
descriptive study involved a population of 300 and a sample of 98 service users. Data
collection was conducted through questionnaires, documentation, and observation,
subsequently analyzed using IBM SPSS Statistics 26. The findings reveal a significant
relationship between the use of the SIMKAPEL application and SOLAS certification
services at DITKAPEL, with a Pearson correlation coefficient of 0.886, indicating a very
strong correlation between SIMKAPEL and SOLAS certification services. The
contribution of SIMKAPEL to SOLAS certification services is 78.5%. Furthermore, the
most reflective dimension of the SIMKAPEL application usage variable is the internet
dimension, with an average value of 4.20 on the computer network indicator. The most
reflective dimension of the SOLAS certification service variable is the effectiveness
dimension, with an average value of 4.21 on the communication indicator.
It is recommended that DITKAPEL continuously optimize the features within the
SIMKAPEL application to enhance the effectiveness and efficiency of certification
services. Additionally, regular evaluations of SIMKAPEL usage should be conducted,
coupled with collecting user feedback. These evaluations are crucial for identifying user
constraints and needs, as well as pinpointing areas for improvement within the
application, all to maintain the effectiveness of SIMKAPEL in providing Safety of Life
at Sea (SOLAS) certification services.
