This study aims to analyze the readiness of pilotage and towage facilities at PT. Langlang
Laju Layang to improve service performance in the compulsory pilotage waters of Weda,
North Maluku. The main problems identified include the limited number, capacity, and
technical condition of pilot and tug boats, along with inadequate supporting infrastructure
such as docks and communication systems, which impact service quality and maritime
safety. A quantitative approach with a descriptive method was used. The population
comprised ship crews and operational staff, totaling 39 respondents selected through a
combination of random and purposive sampling techniques. Data were collected via
observation, structured interviews, documentation, and Likert-scale questionnaires.
Analytical methods included descriptive statistics, validity and reliability tests, Pearson
correlation, simple linear regression, and coefficient of determination analysis. The
results show that the readiness of facilities and infrastructure has a positive and significant
effect on the improvement of pilotage and towage services, with a determination
coefficient value of 67.5%. This indicates that adequate infrastructure greatly contributes
to efficient and safe maritime services. The study concludes that increasing the number
and quality of pilot and tugboats, along with enhancing supporting facilities, is essential.
It is recommended that PT. Langlang Laju Layang procure new vessels, improve
maintenance routines, digitize communication systems, and provide ongoing training for
operational personnel.
