" ANALYSIS OF DELAY FACTORS FOR COAL LOADING ON THE MV AMANAH HALMAHERA AT THE ANCHORAGE ESTUARY” This study aims to analyze the factors causing delays in the coal loading process on MV. Amanah Halmahera at Muara Pantai Anchorage and to identify efforts to minimize such delays. The research uses a quantitative approach with data collected through observation, documentation, and questionnaires distributed to 36 respondents, including agents, shippers, surveyors, and foremen. The results indicate that loading delays are primarily caused by equipment failures (cranes and grabs), inaccurate barge scheduling, and insufficient worker competence. Statistical analysis shows a significant positive relationship between delay factors and loading effectiveness. Measures such as equipment maintenance, worker training, and improved coordination have had a positive impact on operational efficiency. Thus, this study recommends enhancing planning systems, workforce training, and supervision as key strategies to reduce coal loading delays onboard vessels
